STDM is a plugin for the open-source software QGIS. It is a land management tool, designed to provide support in developing countries, where there is scarce land information coverage in poor urban areas, rural areas, or in conflict/disaster emergencies. Its purpose is to represent people-land relationships without legal, technical, or formal constraints.

The tool also allows including documents that support social tenures, such as photographs, videos, sketches, maps, or other documents.

Design Specifications

The STDM plugin can be used with Windows, Linux and Mac OS X. The database runs on PostgreSQL and PostGIS, which are also available in the same environments. It allows defining a hierarchy of administrative entities, and giving different permissions according to different roles, generating charts and reports, and designing custom data management forms.

Vetted Performance Status

In  2018, in Beni, Democratic Republic of Congo, a pilot project was launched covering 3 of 7 cells of one of the 30 neighborhoods of the city, covering an area of 395 hectares with 1485 households/beneficiaries. STDM was successful at mapping and registering 400 parcels. Also, certificates of residence have been issued as a result of STDM application in Kwarasa, Mombasa, Kenya. A more comprehensive understanding of testing/pilot activities can be found at the manufacturer's blog, where several articles reporting activities with testing organizations, and the results are shown.  Countries covered are Zambia, Kenya, Democratic Republic of Congo, Nepal, and others.

STDM is a free plugin, and it requires the installation of QGIS. It is possible redistributing it, as well as modifying it under the terms of the GNU License.
